Catholic Charities will unveil a new model for moving the homeless into permanent housing called Higher Ground. The first floor is an emergency shelter. The second floor has $8-a-night cots for the working poor. The third and fourth floors are "safe havens" for those who could benefit from more mental and physical health services.
Tim Marx, executive director of Catholic Charities said the idea is to let people see and feel a path to permanent housing where they will have access to and have friends in.
