Because governments should provide the basics like the law and order, providing education, roads, national security. Bill Gates says that billionaires are limited to fewer experimentation like trying out a new type of school or funding for inventing medicines.
Politicians tend to hate the repercussions of failure and don't take risks in certain areas. Whereas, Bill and Melinda Gates Foundation come in and work towards eradication of polio in poorest countries. He says he's nothing more than a philanthropist. He thinks he just wants to deliver a message to everyone to use their knowledge for a good cause. His initiatives hasn't reached as many people as he would want and is not big enough effort. He still thinks governments and politicians should work towards it.
