Lacking community resilience centers, Houston neighbors opt for solar-powered 'hub homes' Doris Browna€™s home in Northeast Houston becomes a refuge for neighbors during power outages thanks to her solar panel and battery system.

The project was set to reach 30 more homes, until the Environmental Protection Agency in August canceled the $7 billion Solar for All program.
