The Local Talk Community Foundation will hold its third annual high school public speaking scholarship competition.
The first place scholarship winner will earn a $4,000 scholarship and the second and third place winners will be awarded $2,000 and $1,000 respectively. The winners will have their awards placed in a bank for use when the students attend their prospective college or university.
