The U.S. Agency for International Development and U.S. state department defines progress through national strategic priorities such as the Quadrennial Diplomacy and Development Review. It's mission statement is providing a blueprint for advancing America's interests in global security, inclusive economic growth, climate change, accountable governance and freedom for all".

The author argues those members don't understand the importance of the role of social entrepreneurship in the QDDR. The author argues it is the most important factor in the driving success of the QDDR and should be included.
