Uganda is known as a country which struggles to be able to take care of its people. Yet, Uganda has millions of dollars in aid specifically set aside for health causes (among them to treat those with HIV) which the government is not spending. The government is simply mismanaging the money.
Not surprisingly, the government in Uganda is trying to cover up the fact they're not spending the money in the manner in which it is supposed to be used, going as far as to prevent individuals from being able to investigate into the manner. While this is a serious problem, it is hard to pinpoint an exact solution to what can be done to force the government to use the funds correctly.
The money might not solve all of the health problems, but it could go a long way in treating them.
